Mai 2004 erfolgte die bisher größte Erweiterung der Europäischen Union. Diese sog. Osterweiterung umfasste die Staaten des Baltikums, Polen, Slowenien, Ungarn, Tschechische Republik, Slowakei und die Mittelmeerstaaten Zypern und Malta. Es war die bisher größte Erweiterung, nie zuvor sind so viele neue Staaten zeitgleich der EU beigetreten. Auch die Summe der neu beigetretenen EU-Bürger ist damit sprunghaft gestiegen wie nie zuvor. Natürlich erwartete man von der Erweiterung eine positive wirtschaftliche Entwicklung. Die Beitrittsländer erhofften sich mehr Investitionskraft durch die Transferzahlungen der EU, eine Öffnung des EU-Binnenmarktes und damit wirtschaftliches Wachstum, die alten EU-Staaten bessere Exportmöglichkeiten in die neue EU. Jedoch gab und gibt es auch kritische Stimmen. Bauern und andere Selbständige in den Beitrittsländern fürchteten, mit den hoch automatisierten Betrieben der alten EU nicht konkurrieren zu können und ihre Selbständigkeit zu verlieren. In den alten EU-Staaten wurde dagegen befürchtet, dass vor allem das produzierende Gewerbe Stellen an den heimischen Standorten abbauen, in den neuen EU-Staaten die billigen Lohnkosten nutzen und Teile ihrer Produktion dorthin verlegen.
