Betrachtet man sie im einzelnen, offenbaren sich jedoch grundlegend unterschiedliche Wesensmerkmale ihrer Ideen, sodass man kaum von einer gemeinsamen Staatsauffassung sprechen kann. Eines aber scheint die beiden Philosophen zu verbinden: der Versuch, auf vertragsstrategischer Basis eine Legitimation politischer Herrschaft zu begründen und somit die traditionell- christlichen Wege der Tugend- und Naturrechtslehre zu verlassen. Es muss jedoch dazu gesagt werden, dass diese These, bezogen auf Locke, nicht unumstritten ist, wie die von Leo Strauss entfachte Debatte über dessen Naturrechtslehre zeigt. Von besonderer Bedeutung für eine Auseinandersetzung mit Hobbes und Locke sind ihre Konzeptionen des menschlichen Naturzustands und das vertragstheoretische Moment, welche den Ausgangspunkt ihrer Beweisführung bilden. Um also einen Vergleich der beiden sinnvoll anzugehen, wird sich die vorliegende Arbeit auf diese Elemente konzentrieren. Mit dem vorangehenden Versuch einer ideengeschichtlichen Hintergrundanalyse soll das Ziel eines fundierten Vergleichs beider Theorien verfolgt werden. Denn auf diesem Weg lassen sich nicht nur das Motiv und der gedankliche Ursprung ihrer Ansichten aufzeigen, sondern auch, warum ihre methodische Vorgehensweise den jeweiligen Begründungsmustern unterliegt. Sodann werden die wesentlichen Eckpunkte ihrer politischen Philosophie im Einzelnen vorgestellt und anschließend zusammenfassend miteinander konfrontiert, was aus Gründen der Übersichtlichkeit zweckmäßig erscheint. Als Grundlage dafür dient zum einen das Hobbessche Hauptwerk „Leviathan“ (1561), zum anderen die zweite der „Zwei Abhandlungen über die Regierung“ (1690) von John Locke. Es soll zum Schluss aufgezeigt werden, wie die Theorien Hobbes´ und Lockes zu Überlegungen über das Staatswesen und die Gesellschaft sowie Naturrecht und Rechtspositivismus beitragen können. Denn gerade im kontrastierenden Zusammenhang sind ihre Grundvorstellungen auch für heutige Debatten von erstaunlicher Aktualität.
