Da für eine Deflation ein Sinken des Preisniveaus kennzeichnend ist, wird die Deflation in der vorliegenden Arbeit aus dem Blickwinkel der Preisstatistik betrachtet. Bei der Bestimmung der Inflation erfolgt zuerst eine Erhebung von einzelnen Preisen und dann die Weiterverarbeitung der einzelnen Preise zu Preisindizes. Es ist für die Inflationsmessung erforderlich, jedoch grundsätzlich problematisch, repräsentative Güter für die Bestimmung der Inflation auszuwählen, deren Preisveränderungen exakt zu bestimmen und diese Einzelpreisveränderungen dann zu einer einzigen Kennzahl zu aggregieren. Insbesondere folgende Sachverhalte bereiten bei der Inflationsmessung Probleme: die Gütersubstitution und Scheininflation, die Qualitätsveränderung von Produkten, die Beachtung von neuen Produkten und die Veränderung der Handelsstruktur. Die Art und Weise wie diese Sachverhalte bei der Inflation derzeit in Deutschland Beachtung finden bzw. nicht beachtet werden legt den Schluss nahe, dass die Inflationsrate in Deutschland ständig in einer Größenordnung von bis zu 0,75 Prozentpunkten zu hoch ausgewiesen ist. Die “wahre” Inflation ist nach diesem Konzept demnach um die genannte Höhe geringen als offiziell ermittelte. Falls die Inflationsmessung in Deutschland wirklich systematisch nach oben verzerrt ist, kann das dazu führen, dass Deflationsgefahren zu spät erkannt werden. Insbesondere dann wenn die Inflationsraten, wie in den letzten Jahren üblich, nur gering sind und sich zwischen 1% und 3 % bewegen.
