Außerdem wird erarbeitet, ob sich aus den ökonomischen Gründen für eine strategische Handelspolitik eine neue Handelstheorie ableiten lässt, die die Forderung nach allgemeinem Protektionismus beinhaltet. Zunächst muss beschreiben werden, was mit „klassischer Handelstheorie“ gemeint ist. Seit Adam Smith Werk „The Principles of Political Economy“ ist das Prinzip der komparativen Kostenvorteile in der Ökonomischen Theorie fest verankert. Dieses Prinzip besagt grob, dass sich freier Handel zwischen den Volkswirtschaften zur Steigerung der Wohlfahrt nutzen lässt. Das klassische Beispiel ist jenes von England und Portugal: Obwohl eines der Länder beide Produkte (nämlich Tuch und Wein) für sich genommen mit geringeren Kosten produzieren kann, ist ein Tausch sinnvoll, da der Unterschied in der Kosteneffizienz bei einem Produkt anders ausfällt, als bei dem anderen Produkt. Dieser Umstand wird als „Komparativer Kostenvorteil“ bezeichnet und ist seither in der Ökonomie unumstritten. Mit diesem Argument wird in der klassischen Ökonomie für denFreihandelStellung bezogen. Komparative Kosten sind einfach zu verstehen und außerdem konterkarieren sie das Vorurteil, dass Ökonomie immer nur die Interessen großer, mächtiger Lobbyisten vertritt. Nach dem Grundsatz des Freihandels würden vor allem kleine Anbieter profitieren, da für sie sonst (unter Protektionismus) die Märkte verschlossen blieben. Allerdings gerät dieses Prinzip zunehmend in die Kritik. Politisch gibt es schon länger (vermutlich schon immer) die Tendenz zum Protektionismus. Eine Regierung strebt immer danach, den inländischen Markt gegen ausländische Produkte abzuschotten, damit die heimische Wirtschaft nicht einem starken Wettbewerb ausgesetzt wird. Probate Mittel, um dies zu erreichen sind Importzölle, um ausländische Produkte teurer und damit unattraktiver zu machen; oder Exportsubventionen, damit die inländischen Produkte auf den ausländischen Märkten preiswerter verkauft werden können. Aber nicht nur politisch wird der Freihandel angegriffen. Auch Ökonomen melden sich immer wieder zu Wort, um ihre Skepsis gegenüber der bestehenden Lehrmeinung zu äußern. Diese Ökonomischen Argumente gegen vollkommenen Freihandel sollen im Folgenden Absatz aufgezeigt werden.
