Sie will dieses komplexe Konstrukt verständlich darstellen, erklären und am Ende analysieren, wie die öffentliche Meinung aus systemtheoretischer Sicht in der Politik entsteht. Der wichtigste Vertreter und Forscher der Systemtheorie ist Niklas Luhmann. Deshalb orientiert sich diese Arbeit hauptsächlich an seinen Forschungen und Aussagen über die Systemtheorie. Um sich ein Bild über diesen außergewöhnlichen Wissenschaftler zu machen, beginnt die Seminararbeit mit der Biographie Luhmanns. Es folgt die Erklärung was Systemtheorie überhaupt bezwecken will, welche Dinge als Systeme definiert werden beziehungsweise wie diese Systeme handeln und welche Rolle der Mensch in Luhmanns Überlegungen spielt. Kapitel vier beschreibt die Geschichte der Systemtheorie. Erst dann werden die funktional-strukturelle und die autopoietische Sicht Luhmanns beschrieben. Ein wichtiger Teil in Luhmanns Arbeit ist auch der Begriff „Beobachtung“, dem sich Kapitel sechs widmet. Der vorletzte und wichtigste Punkt in dieser wissenschaftlichen Arbeit beschäftigt sich mit der systemtheoretischen Position über die politische Öffentlichkeit. Am Ende wird Niklas Luhmann seinem langjährigen Kontrahent, aber auch Freund, Jürgen Habermas gegenüber gestellt, der die normativ-kritische Position bei den Konzeptionen von politischer Öffentlichkeit vertritt. Die Seminararbeit orientiert sich im allgemeinen Teil, also der Ausführung der Systemtheorie an den Büchern „Luhmann leicht gemacht“ von Margot Berghaus, an „Systemtheorie“ von Christian Schuldt und an Ralf Hohlfelds Vademekum „Systemtheorie für Journalisten“. Die Konzeption politischer Öffentlichkeit greift zum größten Teil auf Niklas Luhmanns „Die Politik der Gesellschaft“ zurück.
Insgesamt bemüht sich diese Arbeit um eine verständliche und leicht begreifbare Beschreibung der Systemtheorie, obwohl Niklas Luhmann „jede Form gedanklicher Vereinfachung und Vergröberung hasste“.1 Denn schon Helmut Wilke sagte: „Wer systemtheoretische Lektüre nach dem ersten Lesen verstanden hat, ist verdächtig: entweder ist er ein Genie, oder – das scheint empirisch der häufigere Fall zu sein – er hält sich nur für ein solchen.“2
